There is already weeks noted in de game description that Better Balance 5.8.1 Completed Static Mod is needed.
Now you have here above the place where you can get that mod.

It looks like I finally figured it out. Sorry for the delay.
Two players are gone. We will wait for substitution or we will continue? This game is without war, so is possible continue. AI cannot be defeated. So no benefit for aynone.
Do we better stop? There will not be subs…

is capturing cities really in the spirit of a no war game?
i know it was the ai who declared due to a bug. but maybe should peace be made as soon as possible.
It is easy to say. But you blocked my settlers and now you have whole western pangea for yourself, because you had more luck. And I think you are winner, so I think you can win this game without my peace. But ok, we can vote. I vote for war with aggresor (America).
Equality of votes is for me, because I had to invest in war and not in culture like you!

no worries. totally fair you get some compensation for having to deal with warring ai. i’m happy to go with the consensus of the other players. maybe just a limit of say four cities taken is fair?
i put resources to able to block your settle, which i could have used for more infrastructure. and you did buy tiles near my city first 
all’s fair in love and (not) war.
Four max five cities is enough. Five in case, when I need more culture resistant place. I don’t know which cities are next in America empire. I am not able say because I don’t see whole America map in this time. I will more precise when I conquer Boston. It is very strange bug in this mode
