I’ve actually had the same problem with Civ 6. Just runs like crap, to the point I didn’t surrender but I’ve been happy as I’ve been losing the games and scratching them off the list.
Did you try a game repair?
Yep, tried everything I could think of. Its so frustrating because VII and VI work like a dream. I deliberately bought a (relatively, for me - a non techy guy) high-spec machine so it would definitely run VII and now it’s messed up V which I’ve realised I still have so much to get out of.
Maybe is problem in DirectX? It is old fix: CIV 5 - Windows 10 Direct X Fix/Solution! :: Sid Meier's Civilization V General Discussions or maybe you can try start Civ V in compatible regime with Windows 10?

It refused to load my turn, I had to revert. It kept loading me as someone else.
