[DONE] Can't upload initial old world file

I’m trying to start an old world hotseat game, I’ve gotten the latest version of the mod installed, and enabled in my hotseat game, and I played my first turn, and it prompted me to save and exit as expected, and I tried to upload the PYDT…zip file it produced, but PYDT is telling me the mod is not enabled. How can I troubleshoot this?
