[Desktop client] Show game description when playing turn

I believe it would be better to have just one screen in PYDT, to have game’s description always visible.

  • it would really help in games with rules which players tend to forget.

Currently, you have to click “Game info” to see the game’s description:

Only then you can see the rules mentioned in game’s description:

In CPL it has been noticed an increase of rule-breaking that could easily be avoided if rules are easier to see:
