I had this issue once, and I could be able to get the pantheon on the next turn, it seems that no 2 people can get a pantheon on the same turn.
Maybe because you’ve only surpassed 25 Faith last turn so will get it on your next turn? 
Not likely on +2 Faith per turn…did you do something to earn a load of faith last turn?
You can get Faith from pillaging…

Yeah. If multiple players reached 25 faith then it goes by slot order.
I got the Pantheon on the next turn. Sometimes actions in DB’s mod take more than one turn.
