Looks like the game is bugged or I didn’t set it up properly. I have met the conditions for a cultural victory, yet the game is still going. I have the required number of visiting tourists to win the game. Oh well, guess we will continue to play on.

Yeah, not sure why it didn’t give you the victory, I just went ahead and resigned, good game!

BTW, that has happened to me several times when I have won as well. I have met the victory conditions, but the game does not end or show any victory movie.
