In fact, removing BBG Expanded was an error that broke something within the game, specifically the ability to form alliances.

I had a problem with my turn when choosing new policies for my Government. I already had Economic Union selected then tried to add Naval Infrastructure as well (both policies double Harbour adjacency bonuses but Economic Union also doubles Commercial Hubs). The game let me do this but then removed the Economic Union policy (leaving an empty slot) and told me to fill another Policy Slot which I could not do as I had already changed my policies for that turn! Took me a few attempts to realise that was the problem. In the end I replaced Economic Union with Naval Infrastructure and problem solved 
(the Economic Union policy card disappeared from the list once I replaced it).Obviously this should not have happened in the first place so just be aware that a similar problem might arise in the future.
And, Yes, I will honour the previous votes in Congress.
