[FIXED] Allow game reset up to round 10

Round 10 is the round in which CPL players can vote to re-start the game (with a different map seed).

  • I would prefer to use the “restart game” option when the vote passes, but, currently, it can only be done in the first 2 rounds.

OK, I’ve updated restart game to allow 10 rounds.
